Can a person receive a package at a post office in Italy, mailed from the States, when s/he is a tourist?

It depends how long he/she is touring. If they are staying for less than a month, forget it. Italy's post is slow and their customs can often be ridiculous (holding packages and such). So if they aren't staying in Italy for a long time, the package will probably miss them.
