Can a person still travel outside of the U.S. if he/she has ever been arrested?

I am fairly certain Canada does not allow convicted felons, are there other countries with this kind of restriction?

Adjudication was withheld in the specific case I am inquiring about.

  1. Regardless of anybodies answer here. I would go to your local government and ask them. If they say it is ok, get something in writing from your local government.


  2. As Canadian myself I am quite sure   Canada  does allow and ex convicted ; unless he had been accuse of terrorism ; but Mexico does allow any convict ; maybe e those who had done terrorist are not allowed ; but I am not sure
