  1. a visa to where?  all countries have different laws

  2. It really depends on the severity of the crime, the country you are from and the country in which you are applying for the visa.

I know Canada, US and the UK DO NOT tolerate people with felonies. You will almost instantly be denied a visa if they know you have a felony against you.

I know people who have received visa's with something as severe as an assault charge. It really all depends on your case.

  3. Yes they can but it all depends on the severity of the charge and length of time since the charge. I have a friend whose husband had a felony charge here in the U.S. while he was illegally here and he just received his visa and green card last month so it can be done.

  4. Yes. An alien who has been convicted of a felony can apply for a visa.

Chances are he/she will not be eligible for the visa if the felony is for a crime involving moral turpitude or a controlled substance violation.

Some felonies are not crimes involving moral turpitude, e.g., involuntary manslaughter.

The answer to your question is "yes," one can apply. Can he/she receive a visa? Well, that will depend on the crime committed.
