Can a person who is a cheat to his wife run a government with 0 corruption like Estrada?

Estrada who never admits that he plundered the Country's funds and was proven beyond reasonable doubt that he did it and basically transparent in cheating his wife has no business to attend rallies for the sake of delicadeza; his presence only confuse people on the real purpose of the protest that simply send a message of "look who is talking"?
