Can a phone still ring even without a dial tone?

So the phone line in my room hasn't worked (no dial tone) since last year but I still plugged my phone jack into it, etc. But today, a few minutes ago, it rang.. Scary and it's Fri the 13th lol.

yea it can mine has done it before because my fone line got wet and it messed up  the line but the fone still rings....n even with cell phones i can call some1 and the phone won't ring and then sum1 picked it up

It will ring. The ringer and the dial tone are two different signals from the telco.

Your phone may not have been disconnected from the ringer. The phone may ring due to electrical surge from the line.
