  1. Yes.  As long he meets the age requirement.

    Vince Young was a redshirt junior when he was drafted, as were Aqib Talib (Tampa Bay rookie CB), and Anthony Collins (Bengals rookie OT).

    Many players redshirt due to wanting to gain a familiarity with the team, needing to put on size, wanting to have more PT (in the case that the depth chart is full of upperclassmen), etc.

    A lack of talent is not typically a reason (although it is not entirely unheard of for people converting sports, i.e. High School sprinters becoming DBs or WRs).

  4. Yes.  A player can redshirt any year they choose in the collegiate career.  It's not common, but you see some players even redshirt when they are juniors.  

    Now a player that declares for the draft right after a red-shirt year, will be at an extreme disadvantge, the scouts haven't seen them play for an entire season,

Sure.  Say a player has great sophomore and junior years in college but get hurt in spring practice before his senior year.  The college could redshirt him for his senior year in order to save that last year of eligibility.  But the player decides to go pro and enters his name into the NFL draft.

  7. ya but it they do the chances of them getting drafted is pretty low. theres a reason they where red-shirted and not playing.
