  1. You should consider a safer system. A rainwater harvesting system.


  2. Physically speaking, there is no reason why not.  It's not too different than a sistern.  Even large manufacturing facilities do it.

    Weather or not you could do it likely depends on local permiting issues.  What size pond?  How large is your plot?  What is it shaped like?  Is there a chance it would flood neighboring properties?  For drinking or not?  Does it have to be lined or not?

    It would have to be distributed by pump, if not to where you want to use it, then at least to a water tower to supply pressure.

    You could always consider a sistern if a pond is not allowed.

  3. You can use a retention pond for scenery and even for more uses. You can for example use it as a rainwater collector, then use the water in the pond for irrigation. If you have a small garden,or just want to use the water in the pond, consider buying a submersible pump. Choose one with enough power for your application. Then hook it up to a hose system or pipes.
