Can a sengel bichir and some bolivian rams be in with?

I would say yes, yes, yes (but you'll need a MASSIVE tank of several hundred gallons), no, yes, and possibly.  Kuhli Loaches are very wormlike, and may end up being a snack for the Bichir.  Paradise Gouramis are very aggressive, and if in too small a tank (less than 55 gallons for this mixture), will begin to lash out at the Rams, doing serious damage eventually.

Plecos would be fine, but make sure you've got an appropriately sized tanks.
