  1. A fan? Probably not. A fan is very different from a pump, and will probably not move a reasonable amount of water no matter the power source. It may be able to lift the water an inch or even more, but will soon find that gravity is pushing the water down to hard, and begin to just stir the water.

On the other hand you can get a solar powered pump, or suitable solar cells for a pump you already own, and do it just fine.

  2. 16 sq ft solar panel, 1/4" pipe, 1 ft, sure.

1 sq ft solar panel, 1" pipe, 100 ft,  no way.

do ya think more information is in order?

  3. absolutely....there are solar driven pumps on the market!

  4. fan=no, pump=yes.

See wind mill or wind pump. (winds are caused in part by solar energy.)

Man has been using them for centuries.
