  1. a Spanish citizen can. a legal resident can't unless they are originally from a country that is part of the Visa Waiver program. Until you become a Spanish citizen, you remain a citizen of your original country.


  2. Not legally!  If you want to visit most countries you need a passport with a visa on it; the U.S. is no different.

    Simply being resident in Spain does not itself allow you to visit the US without a visa. A citizen of Spain can visit without a visa.

    If your other country of citizenship is part of the 27 Visa Waiver countries, then you can visit without a visa. If not, you need a visa.
