  1. When one listens to the radio one can't see the speaker's gestures and yet  may be deeply impressed by the sound of the speaker's voice.

    If you mean a speech in public - complete avoidance of gestures may seem unnatural (if the speaker is able to gesture, of course). But if there are several speakers and all but one overuse gestures then speech without gestures can be effective


  2. It obviously can, seeing as speaches get broadcasted and listened to via radios.
