  1. It may do damage by sucking something up inside of it, but the only problem is that it will have to either be constantly on or off which could do damage to the motor.  good luck.

  2. Yes, you can use a sump pump for as a temporary solution to your problem.  Most brands have a screen to keep out debris as well as a float switch that will shut them off when the water level goes down.  If this flooding is an ongoing problem you may do well to heed the lady's advice about getting a professional to help you resolve it.

  3. I would suggest hiring a Landscape Architect to help you deal with the drainage problems. Unfortunately, many 'home builders' built on swampland which has no drainage.

A Landscape Architect knows grades and codes when dealing with these kinds of problems. An LA would be able to tell you IF your drainage problem can be fixed,  and can get it done. It probably won't be an easy fix, if it can be fixed at all. By hiring an LA, the LA is then responsible if the diverted water impacts another person's property, which saves you from being sued.

Also, a Landscape Engineer is even more qualified than an LA. The bad part is that either of these solutions will be EXPENSIVE. There is no way around it.
