Can a team in one day cricket declare their innings before the end of over allotted completed?

This may be justified in case of bad weather developing and making the match abondoned.If it is allowed then has any team done so till now

  6. The law was changed in 1979 to prevent teams from declaring in one day cricket. This was because Somerset's captian declared their innings closed after one over, as his team could qualify for the next round of the Benson and Hedges Cup if they weren't overtaken on strike rate.

    An emergency meeting of the powers that be was convened, and the laws changed.
