Can a tracking device be so simple that it is as thin as a piece of tape or see through?

That depends on what you mean by tracking device.  The RFID tags used by stores to maintain inventory are pretty small.  They look a lot like a price sticker.  But to use them you need to have the reader very close.  They don't have any power of their own.  The scanner powers them with it's field.  You can't track one from any distance at all.  You can't get anything that small that sends a signal out on it's own that would work for any length of time.  Batteries have to be a certain size to delilver a certain power.  Anything that sends a signal any distance has to be bigger.  Cell phones are used at times so bascially a cell phone is about the smallest tracker you could get.
