Can a tv tuner card capture/record streaming video???

Question

for example, if i want to record live streaming video playing in Windows Media Player, can i record it?

and can i record video played on website "www.intv-inter.net" (Ukrainian/Russian) tv channels, which are played in the website's window. Something like youtube maybe...???

if can, what is the name/brand/model of this tv tuner card?

No, A tv tuner card/capture card is used to record media that is imputed though it that originates outside of the computer (ie cable tv or an xbox). You need software to record streaming media. A TV Tuner card could capture video from an outside source, such as cable TV, etc.
