Yes. A US visa can be revoked by delegated authority within the Department of State, and it can also be canceled on the spot at US foreign missions, foreign airports, and at US ports of entry.  Bear in mind that, even if a visa is still valid, it does not guarantee entry into the US - it merely provides the international foreign traveler with permission to request entry into the US.  The determinatioin of right to enter is made by the CBP officer during the inspection process.

YES if the conditions of the visa has been violated. Like overstaying on a tourist visa.**
