  1. Of course.  It's not all that polite, but it's legal.  The sticker is the responsibility of the guy that wants to drive.

Yes, it's called selling the car "as is."  It means the buyer has to take the car to a mechanic that has been approved by the State.  The buyer is responsible for paying the mechanic to do the safety and road-worthiness checks.  He is also responsible for paying for any repairs the mechanic says the car needs.

    Without the "passed safety check" form, license plates can not be registered for that car in the State and the car can not be legally driven.

    It's usually not a good idea to buy a car "as is"  There is usually a reason the used car dealer hasn't had it certified himself.
