yes you can I helped many do so, you will only get 300 for yourself if you hae a spouse you will get 600 but no more,than that

You can sure file, but may not get much or any.  They look at your 2007 tax returns and you had to have made at least $3000 of taxable income in order to get the $600.  If you are self employed and paid no taxes or, in your case, on pension or disability, you would probably only get $300.  Probably a talk with your tax adviser is your best bet.
