Can a walk-in clinic doctor refer you?

I was wondering if a walk-in clinic doctor can refer me to an E.N.T.(ear nose and throat) specialist or you need a family doctor?Am from Canada.

If you don't have insurance you can just go directly to the ENT.  Just call and schedule an appointment.  If you have insurance, then depending on the plan, you need to go to the primary doctor on the list provided by your insurance.  Some insurance plans allow you to go directly to a specialist, but if you had that type of insurance, you'd probably know it.  hope that helps
