  1. Yes. Unlike a credit card they expect payment in full. You can call them and usually just talking to a company, ANY company and explaining that it was a mis-understanding or the first time, they will remove the late fee.

Different water companies have different policies.  Technically, your payment isn't "late" if at least part of it arrived before the deadline, but the company may have a policy of charging a late fee anyway.  It might be a good idea to call and speak to a company representative and explain the situation.  Talking to them personally might give them a reason to cancel any late fee, even if one applies.
