  1. Yes they can, but it's not done unless there's reason to suspect illegal activity  


  2. many sites put "cookies" on your computer to track your shopping activities or websites you visit, you'll notice if you have myspace, that the ads on the side tend to be things you searched recently or something you bought. SCARY!
