Can a work permit for edmonton alberta canada bring along spouse and children?

i have a friend who was just hired by a govt agency in Edmonton Alberta Canada as a nurse. they were told that they can bring along with them their spouse and children as they arrive in edmonton together.IS THIS TRUE? IS THIS POSSIBLE? Some of those who went ahead who have spouse and children didnt bring them along yet and were to follow them after 3-6 months processing of papers.This time, the new batch were told it is their option to bring them together with the nurse provided the expenses for the family is theirs.

Yes, the spouse and children may be allowed to accompany the work permit holder to Canada.  Depending on the country they are coming from a visitor visa may need to be applied from abroad.  But there is no reason why their visa can not be applied for at the same time as the work visa was applied for.  If they are going from a country that does not require a visitor visa then the Spouse and children will likely just be put on a visitor record at the port of entry.  A visitor visa or a visitor record  will not be allow the spouse/children to work or attend post secondary school.
