Can all MP3 players dial in a radio station and play music on it in your car?

You are mixing two things -

NONE of the mp3 players can do that. I meand none "out-of-the-box" mp3 players, that incl. iPod.

But ALL of them (incl. iPod, simply ALL mp3 players) can be equiped by a little gadget - so called FM transmitter. (buy of eBay or anywhere where mp3 players are sold.

That little thing connects into the headphone output of your mp3 player (whether that be iPod or ANY other), and that little thing is actually broadcasting the music on low intensity FM broadcast which you can tune into on your car stereo (or ANY OTHER radio anywhere you go close enough to)
