Can an American citizen open a bank account in Canada online?

I am wondering if I can open a bank account in Canada Costa Rico or any other country that will not restrict deposits or withdrawls form online poker rooms

This all seems way too complicated to play poker online, and believe me, there are easier methods to getting your money to poker sites.  I would recommend using an eWallet...most of the popular sites today take ePassporte.  It's as easy as signing up for a Paypal account.  Another method of depositing to poker sites is to use a Visa All Access Gift Card, which are available at most grocery stores and some convenience stores, drug stores, etc.  Note, "Green Dot" and "Vanilla" prepaid cards do not work, so it would be important to get the All Access Card.  There's a more in-depth description of these deposit methods at http://dagus-statistics.com/funding.htm
