Not possible. FM transmitter will only transmitter. To receive another wireless device, it should be a receiver.

If you mean a receiver, it's frequency should be the same as the one you want to receive. In case of modern cordless phones, only their bases can receive their conversations, Informations being transmitted to their bases or handsets are coded.
