  1. IP addresses are not made any more or less traceable if they host a web site. You can't trace the IP of Google any more than you can the IP address of any random internet user. Meaning, if you want to trace them, you still need to get a court order and get the user's billing address from their ISP (an IP address can be tracked to an ISP reliably, because ISPs are assigned blocks of IPs by ICANN).


  2. it depends. . . if the PC is still being used it can still be detected but if not it very impossible to detect.
