Can an amateur play in a non-open tennis tournament?

Technically, any amateur (ie., non-pro player) can play in the Open tennis tournaments, but what about the non-Open ones? If he or she were talented enough, could he/she be given a special exemption to play in an event usually reserved for professionals? Just wondering...

For instance, could a female college tennis player be allowed to enter, say, the East Bank Classic or Rogers Cup this summer?
