It is possible only if becomes the citizen of India.

not independantly. as a partner in investment, yes. still...the best place to get the right answer is a government office...try meeting the registrar in your area.

Investment in real estate by foreign citizen is restricted as of now. However for development of land, you may join any Indian entrepreneur with a limited minority stake (investment). Detailed amount, tenure etc are on the merit of each case.
