  1. Easily.  

    It is a simple Mass x Velocity issue.   While the 22 bullet is faster,  the arrow is much heavier.   What the arrow loses in speed it makes up for in mass.   And with modern compound bows,  an arrow can actually go all the way through whereas it is unlikely for a 22 to do so.  

    Also,  you can hunt deer with a bow and arrow but you are not allowed to do so with a 22 as it does not have the ability to stop the deer unless you make a very lucky shot.

  3. Yes, an arrow weighs more than any .22 cal bullet so it would hit harder but still would not do the same amount of damage if it hit a bone, The .22 bullet would deflect and travel around inside the body.

    An arrow has a high velocity and a high mass.

    22 cal high velocity and low mass.

    An arrow with a broad head would cause more trauma and most likely deeper penetration.

Absolutely.  A .22 bullet (standard long rifle) is .221 inch in diameter, weighs 40 grains and travels at an average 950 feet per second.  The average blunt (target head) arrow is .30 inch in diameter, weighs 660 grains and travels at 550 feet per second from a 75 pound pull bow.  The difference is between throwing a potato chip and a marble as hard as you can.
