  1. I will assume you are referring to a "Homeowners Association" (HOA).

    Depends upon the bylaws.  It is my experience that most officers are not elected, and they are appointed by the Board.  And such appointed officers do not necessarily need to be owners.  Board Members, however, usually must be members of the Association (owners), and are usually elected.  Often, the officers are also Board Members, but that does not necessarily have to be the case.

    However, only the bylaws can answer this question, unless they are superceded by state law in whatever state this may be.
