Can an embassy hold my passport for more than 1 month for a visa application?

  2. usually they do not, but in order to get a visa, the embassy must have your passport near, so, yes they can keep your passport to check all necessary documents and approve or disaprove the visa. and it does take time.

  3. US embassies usually return the passport and just keep the rest of the paperwork while a case is pending.  If it's a US embassy you mean, they kept the passport, and you need it, simply ask for it back and they'll give it to you.  You'll just have to return it to them for the visa, if they visa is finally approved.
