I was the passenger in a vehicle driven by a handicapped individual who possessed a vehicle handicapped hang tag. Upon arriving at a restaurant for a catered affair, all handicapped spots were blocked with orange cones and free valet parking was offered. The driver argued with the valet, stating that the cones must be removed and access provided to the spots. The valet refused to move the cones and walked away, offering no assistance to the handicapped driver. The driver proceeded (rudely inappropriate, I must add) to drive over the cone and park in the handicapped spot. This put me in an awkward position, and I am angry at the driver. However, what is the regulation here?
