Can an examiner take points off for not downshifting??

ok so i went to the dmv yesterday to retake the behind the wheel test after failing it for not yielding when making a right turn. iwas hopeful i would pass it the second time since ive been out practicing a lot but that didnt happen. i took both of the tests on a stickshift. the first time as i said i was failed but the examiner didnt mention anything about downshifting he just put an unsatisfactory and said that i did really well except for that cde. the second time i did ok with 8 errors but the problem was that he added 11 errors for not downshifting when coming to a stop, which made me fail AGAIN!!.

i live in california.

You answered your own question...He added errors for not downshifting.The examiners are not going to tell you what to do before you do the test,they expect you to know how to drive your car you came there with.However,they will tell you AFTER the driving test is over what you did wrong and just remember next time to NOT do that.
