No. If you want to marry a British resident you have to apply from your country of residence. It is a difficult and expensive process. If you are illegal you have no chance. Ignore the people that are telling you that you can - my spouse is not from the EU, was never here illegally and therefore I am familiar with the procedure. If you want to marry a UK resident I suggest you leave ASAP and apply from your country of residence and do the process legally.

not without a certificate of approval - of course in applying to get one they will consider whether to deport anyone who is illegal (1st link).

Some areas in London are now refusing to marry immigrants unless they can prove they are here legally.  I believe Richmond is now refusing to marry them without the necessary proof.

Marriage is NOT the answer to living here legally.  Marriage is for the purpose of binding two people who love each other and want to spend all their lives together and for some to have children togethuer.
