Can an insurance company...?

Does a car insurance company have the capability to input the VIN number of a car/motorcycle into some type of database, and pull up all previous insurance companies which covered that particular vehicle?

Generally no, but if you had had a loss claim paid out, they can find that information quite easily.  What are you trying to hide?  Don't.  Just tell them, they will probably find out anyway.
