Can an international student pay his own fee ?in the US? or does it have to be from a family member?

well i do have an amount of 30,000$ why wouldnt i issue a visa?

If you're on an F-1 visa it doesn't matter who finances it, as long as you have an affidavit of support. It can be from family, your government, provate scholarships, loans, or your own bank statement (given that you have sufficient funds to pay for the school, plus room & board etc).
