Can an intrest rate be lowered on store credit cards (JC Penny, Khols, Best Buy)?

Possible, but not likely.  While it's never a good idea to carry balances on credit cards, it is especially foolish to carry balances on store charge cards with such high interest.

Concentrate on pay them off as quickly as possible.  And only charge what you can pay in full each month in the future.

Rates can always be lowered it's just a matter of will they do it.

Call and ask, if your a good paying customer you have a shot.
