Can an off-duty police officer working private security stop traffic to allow cust. to turn into business?

To further clarify... Off duty Police Officers (Police uniformed), working private security for a medical clinic's parking deck entrance (non-emergency) are stopping legally flowing traffic to allow the clinics customers to make illegal turns into the parking deck?

  1. If they're allowed to wear their uniforms (under what I have to assume is an agreement with the local office) then they are acting with the authority of an on-duty policeman and can legally perform traffic direction in order to alleviate congestion or safety concerns.  


  2. Yes he can do this. Really, who cares? Are you looking for something to complain about? If it's causing a traffic hazard, report it to the police department and they will handle it internally. (Tell him to stop.)

  3. a police officer can not use his or her powers to break the law, like allow people to make illegal U turns.
