Can a minor enter Mexico without the accompaniment of an adult? Assuming that he/she has a notarized letter of consent from both parents.

  1. No, you need a visa to enter Mexico.


  2. Yes.  As long as he has a notarized letter of permission from both parents.  If the minor is under 14 years of age, he hould be met at the border or city of arrival by an adult.  Tav is mistaken, you do not need a visa...if you are going past the border areas, you will get a tourist card at the border or on the plane.
