It is already raining in North India and by July, one can expect it to be completely rainy.

Though they sey best time to visit Manali is May - Oct, to visit in July - if you like rains it is OK - otherwise it is not really the best of the times to visit Manali - it is my personal feeling.

Manali is not connected by train. Best way to go from Hyderabad is to go to Delhi or Chandigarh and take a bus from there. There are several trour operators / State Tourism companies operating number of buses from these cities to Simla, Kulu and Manali.
