Can any cable internet work in a cable socket?

the socket in my relatives apartment says, "to activate, contact viacom" or something like that. would comcast internet work with it anyways?

If Viacom offers internet service you could order it from them and access it from that receptacle. It will not just "be there" it has to be activated by the service provider.
