Can any goat expert explain why some people call a randy human "an old goat". Are goats perverted in any way?

I'm not sure exactly how you have heard the phrase 'old goat' used, but it it an idiom whose meaning is, "An old man, a cranky man".  

That has no real world connection to actual male goats however.  Goats are good natured animals full of personality.  They are friendly and smart and entertaining to have around.

I'm not sure about this, but I always thought that this had less to do with pervy goats and more to do with satyrs out of Greek mythology who were notoriously horny and degenerate and had goat like characteristics (legs, horns etc).  I could be wrong, though.

It is a reference to the image of Satyrs in classic mythology, and of course the god Pan.

Satyrs were associated with sexual rites.

Well....I guess some people might consider a buck goat in rut "perverted".  Doe goats (females) & wether goats (neutered males) are certainly not "perverted" in any way.  Buck goats in rut are extremely randy....so much so that they sometimes lose a lot of weigh when they are in rut because they are too busy chasing the does around that they don't eat much.  They also cover themselves in "cologne" to attract the ladies.  The "cologne" just happens to be their own urine.  That's why goats ahve a reputation for smelling bad....it's really only the bucks that smell bad at all.  Bucks in rut are ready to go at a moment's notice...if you take a doe in standing heat and put it in a pen with a buck in rut, the deed will be done in a couple of minutes.

An "old goat" is not a sobriquet for an oversexed person, per se. It just refers to a grumpy old man, maybe with a long shaggy, beard, like a billy goat. Hmm, come to think of it, that describes my Dad to a T!
