Can any one help me estimate my household bills?

I have only lived in places where bills are included, but am looking at a one bed flat, and just wondered how much roughly bills will be. ie council tax, electric, gas and water. Its in portsmouth and is quite a small one bedroom place, any guesstimates will be appreciated! thanks!

There's really no way of answering your question with any degree of competency.  Your best bet is to ask the owner/landlord/leasing agent of the building.  They should be able to give you general idea of what past tenants have seen for bills.

I know a little bit about Portsmouth. Roughly I would say:

electric:40 to 70.( Depending on how much you run your heat/Ac)

Gas/water: 30 to 80 Should be low in the summer, higher in winter if you use gas for heating)

What is counsil tax?

My bills were in this range when I lived in a 1 bedroom Apt. Hope this helps. Maybe you can ask somebody nicely that lives in one of those apartments how much they pay or maybe the rental agent might know.
