The Twenty-fifth Amendment was proposed on July 6, 1965, and ratified on February 10, 1967. The amendment establishes the procedure for replacing the president or vice president when either office is vacant. The amendment, which was proposed in the aftermath of the assassination of President JOHN F. KENNEDY in 1963, has been used during the presidential terms of RICHARD M. NIXON, GERALD R. FORD, and RONALD REAGAN.

It covers presidential disability. there are 2 sections to the law.

1. if the President informs Congress,the Speaker of the House and

    the president Pro Tempore in writing, that he is disabled

    the Vice president will become the acting president.  OR



2. If the Vice president and the majority of the Cabinet inform the

     House Speaker and the Senate President Pro Tempore, in

    writing,that the President is disabled then the Vice president

    becomes Acting President.

  3. The president may reclaim his office by sending a written note to

    the Speaker and president Pro Temp informing them that he is

    resuming his powers.

  4. if the Vice president and the cabinet Majority challange the

      president's fitness to resume his powers then Congress has up to

     21 days to decide the issue. It would take a 2/3rd's vote in each

     House of congress to remove the president from office, sort of like

    impeaching him.
