in reality, this question is ridiculous.  he is doing what he feels is best for the nation, and what he has done may or may not have been any better or worse than what anyone else would have done.  whenever a decision is made, it hurts some and benefits others.  for instance, when a Medicare bill is vetoed, Bush doesn't do it to spite the people that need it.  it is because the bill would hurt the economy, or necessitate a rise in taxes.

You know what, I don't think he is intentionally doing this.  He is just incompetent and lacks judgement to discern what his cronies are really telling him.  I believe it is really difficult to s***w things up so badly given the fact that there are so many smart policy makers and strategists at his beck and call.  Bush has succeded in doing the almost impossible.  Suck at being President.
