Can any one plz tell me wether Ukraine is a part of europe union???

i want to take up for a medical course and am planning to do my masters from uk and basic degree from ukraine to make it cost effective but i came to know thet ukraine is not a part europe then the fees 4 masters would be quite high in uk as i would not be recognised as an euro student so plz guide me out

Ukrainian membership in the European Union was declared a strategic goal of President Viktor Yushchenko's foreign policy since his election as president in 2004.

The Presidential Secretariat of Ukraine has set 2017 as the target year for Ukraine's entry into EU. Ukraine is, however, only a member of the European Neighbourhood Policy and the issue of eventual EU membership still remains unclear as the EU's enlargement agenda is already full and some Western European member states are resisting any further expansion.

Ukraine is not a member of the EU 'yet'.  It has applied for membership.

BRUSSELS, Belgium (AP) - Ukraine's new ambassador to the European Union says there is growing support for his country's aims to draw closer to the EU, despite Russian opposition that dealt a setback to its NATO membership bid last month.

France in particular, which has previously expressed caution about future expansion of the EU, now had a "new vision" of Ukraine's place in Europe, Andri Veselovsky said Thursday after presenting his credentials to the European Commission.

"This vision of Ukraine's place in Europe is new, it is a clear difference and a new step in the understanding of a common European home in French political circles," he told reporters.

France takes over the EU's rotating presidency in the second half of this year and will play a key role in shaping the bloc's policy. French President Nicolas Sarkozy is also scheduled to host an EU-Ukraine summit in September.
