  1. I am assuming that you want to work as an office worker.

It depends where the consulate is.  It is safe in most parts of the world, very busy most everywhere.  As an employee of the US government you are expected to represent your country well.

Qualifications: Ability to speak the language of the country where the consulate is based and to have good command of the English language.

To have good communications skills and a great deal of tolerance for people different than you.

If you have good computer ability, MS Word, sometimes PowerPoint, as well as email handling your chances are better than if you only do data entry. Better yet, would be database knowledge for searching, sorting and reporting.

It is prudent to avoid talking religion and politics.

  2. I am assuming that you are asking as a Mexican national wishing to work at a US foreign mission in Mexico.

There is, of course, an emphasis placed on maintaining operational/informational and physical security, but otherwise, working in a consulate is much like working in any other multi-national organization.  It requires the ability to communicate and work well with others in a multi-cultural environment.  Though consulates are generally a little more relaxed and casual than embassies, there are times that the utmost decorum is required.

In terms of job qualifications, it depends upon in which job category you are interested: Laborer, maintenance, clerical, translator, etc.  In general, you should have a clean background record, a good command of the English language, an ability to work well in the environment described above, and a positive view of US foreign policy.  Other qualifications should suit the nature of the job for which you are applying.
