this is a quote from julius ceaser.

  1. the "bright day" is when Caesar was crowned

    an adder is a snake or a serpent.  

    The point of the quote is that on the day Caesar was crowned, his true colors started to show; that was the day that his inner desire for control came out.

What it literally means is on a bright day one must be careful where to walk because the snakes are in the open...Brutus is wondering whether to join the conspiracy against Ceaser...on a sunny day the adder comes out to warm itself and does not hide in the cracks, the adder represents suspicion and enemies...
