usually, only those can acquire US dollars ,, who lives in USA or goin to USA..

If anyone has US dollars for neither of the above reasons, that will be called as illegal.

obviously us dollars are given only in the us.. if u have dollars and dont want to use it then you can exchange it for which ever currency you want in foreign exchange shops...
