Can anybody give me advice on buying an inflatable dinghy and outboard?

Definitely figure out where you will keep it (on your boat) before you buy one. The 11 foot boats are hard to manage even for two people. They're just too long. The 4 stroke motors are also kind of heavy when you're standing on a swim platform. Go with 2 stroke, 4-6HP max if that's the case.
